FEMA, state, contractors to cooperate after disasters
ORLANDO — In the aftermath of Hurricane Andrew a decade ago, South Florida businesses and homeowners found that trying to rebuild could be nearly as painful as the initial devastation. Contractors were beset by shortages of materials and skilled laborers. Those from out of state had licensing problems, and were unfamiliar with the state's building codes. 7/27/02
